A public determination meeting will be held and finalised on Wednesday, April 1 by the SRPP with the DA expected to be approved.
The meeting was to be held at Eden Fishermen's Recreation Club and is now via public teleconference due to COVID-19 (Coronavirus) precautions as a measure to ensure the health and safety of the community.
The development proposes the erection and use of a 154 berth marina comprising three floating pontoon arms restrained by piles, a fixed wave attenuator, minor refurbishment of the existing wharf, landside car park comprising 97 spaces plus three loading/unloading spaces, and temporary building to house administration and toilets.
The DA for Cattle Bay Marina was resubmitted after the existing DA lapsed in June 2018. The seven hectare waterfront site is still listed for sale with Colliers, as a "Mixed use hotel and residential development vision for paradise".
Local agent for Eden Resorts Hotel and Marina Mike Skitt said his understanding was that the DA would be approved again.
It is believed that the DA had a condition to remediate a section of the foreshore within a specified timeframe which was not met.
"The DA had to be resubmitted at great expense, it's the same DA," Mr Skitt said.
"It's the best place for the marina, less competitive with Eden Wharf, in all respects it's smart planning to have the marina at Cattle Bay, particularly given the size of the cruise ship program."
Marina consultant for the development Michael Jarvin said he expected to see the DA approved.
"It is being recommended for approval so I don't see any reason why not. Ultimately it has been shovel ready for a long time now," Mr Jarvin said.
Cattle Bay Marina developers have consistently pushed for government to build an attenuator, something that would provide added protection for marina users and their vessels.
But it has been a point of debate with the Port of Eden Marina (Poem) group also pursuing an attenuator for Snug Cove. There has recently been some concern by Poem that the attenuator currently being proposed will be too small.
Under the "Safe Harbour Project" $19m has been allocated for the Snug Cove attenuator but the development stalled after a quote - believed to be in the region of $30m - was received.
Documents relevant to the public determination meeting have been made available on the Planning Panels website and those wishing to register to speak or to listen to this meeting were requested to contact the Planning Panels Secretariat before 4pm on Monday, March 30.
The panel is required to make an audio recording of the meeting and make it publicly available on the Planning Panels website.
