Local residents are invited to comment on the proposed development when the application is exhibited from Wednesday, April 8.
Mayor Michael Britten said the new library would benefit all age groups, including students, parents and children, seniors and young people.
Cr Britten said the site was conveniently located near two bus stops, and residents of the adjacent retirement village.
Cecilia Kugler, from CK Design International, an independent consultant, has been engaged to design the new library.
Ms Kluger has recently completed the redesign of a number of libraries including Katoomba, Randwick, Gordon and the State Libraries of Sydney and Queensland.
Meanwhile, council has updated its strategic plan to guide improvements over the next three years.
The plan is the result of an extensive and independent review of council’s libraries.
“We have four libraries located at Bermagui, Merimbula, Eden and Bega, and regular users will know that the services we offer have grown and changed significantly over the last 15 years," council’s library services coordinator, Anne Cleverley, said.
“Libraries have moved from being primary book lending services to wide ranging community service providers, she said.
