Caravan park resident Carmen Lockerbie said a near-by resident heard noises and went outside to investigate.
"He (resident) saw two people on his verandah wearing hooded jumpers and holding flashlights," Ms Lockerbie said.
Ms Lockerbie believes the intruders must have been there to steal small valuable things because it would have been too difficult to get large things over the fence.
She said the intruders "ran away very fast" after they were caught in the act.
"I heard a thump thump and I ran outside and the man above me had scared them off and they were running to their car," Ms Lockerbie said.
"Because there is a lot of shrubbery we couldn't see what make of car it was, but they got away really fast."
"The car drove off towards Merimbula.
"There could have been a third person given how fast they got away," she said.
Ms Lockerbie said she called the Merimbula Police, and was transferred through to Batemans Bay Police who then contacted Eden Police who took about an hour to get there.
"I didn't dial triple-0 because nobody was injured and they (intruders) had gone," Ms Lockerbie said.
Ms Lockerbie said residents and business owners in the area should lock up their valuables and protect their children and pets when these types of people are about.
"I just want everybody to be aware that this happened and to be very wary," she said.
"We've notified most people but we'll continue to notify local residents and businesses as much as we can."
