The Raiders don't have a lot of space in their salary cap to accommodate the 26-year-old, who has played 101 NRL games, plus it's believed there's a Wests Tigers contract on the table.
Elliott can play in the middle or on an edge, with the Raiders looking to cover the loss of three experienced props - Sia Soliola (retired), Dunamis Lui (uncontracted) and Ryan James (Brisbane Broncos).
North Queensland youngster Peter Hola's popped up on their radar as a possible signing to bolster their middle forward stocks as well.
Hola's contracted to the Cowboys for next year, but he's someone the Green Machine are considering making a play for.
The news comes as the Raiders have given the thumbs up to Fox Sports' proposed pre-season trial fixtures.
While it could change when the NRL season draw's finalised, Canberra's initially down to play the Sydney Roosters and the Tigers - both as part of double headers.
The Pay TV broadcaster's looking to televise all the trials next year as the nation continues to come out of the pandemic.
Canberra's currently scheduled to play the Roosters at Parramatta Stadium on February 18 as the first game in a double header, with Manly and the Tigers set to play afterwards.
Then they'd face the Tigers on the Central Coast seven days later, in another double header along with a Roosters-Sea Eagles trial.
Raiders coach Ricky Stuart would likely use the second one as a hit out for his round-one 17, while using his extended squad for the first.
Elliott could be playing in that group of double headers, even if he doesn't end up in lime green.
He's looking to resurrect his career after the Bulldogs sacked him after six seasons with the club.
The Tathra junior's struggles with alcohol, culminating with a kiss in the toilets with fellow NSW south coaster Millie Boyle that saw his contract torn up, has him on the hunt for a new club.
He'd tick a few boxes for the Green Machine as a versatile forward that could play on an edge or in the middle.
Elliott would also bring some experience after the Raiders lost 41 seasons and 673 games of senior football through the departures of Soliola, Lui and James.
Hola's shaping as a potential young recruit to go with the likes of Trey Mooney and Harry Rushton.
The 22-year-old has played 12 NRL games for the Cowboys since making his debut against the Broncos in 2019.
He's contracted to North Queensland for next season, but only played three games this year under new coach Todd Payten - perhaps opening the door for a move.
Hola's 192-centimetres tall and weighs 110 kilograms.
