Meteorologist Sarah Scully said the bureau was expecting strong and gusty north westerly winds, possibly severe.
"On or behind that cold front we are expecting wide spread showers, small hail, isolated thunderstorms with that cold front expected to move through Victoria and NSW on Tuesday," she said
Snow expected to drop in Tasmania, Victoria and the Alpine areas of NSW.
The complex area of low pressure is anticipated to move off the east coast of NSW where it is forecast to intensify during Wednesday into Thursday.
The Bureau is forecasting a band of rain to develop across eastern sea board from Tasmania up to southern QLD.
"The very cold air has the potential for small hail, thunderstorms, showers and snow down to low levels.
"It is difficult to forecast where heaviest rainfall will be but Eastern Victoria, Gippsland and the south east corner of NSW have the potential for flooding," Ms Scully said.
The Bureau has predicted a great start for the ski season with ski resorts expected to have a snow dump from 50cm up to 70cms.
The Bureau is also predicting wide spread showers with the potential for very heavy rainfall but because of the complexity of the system they say it's difficult to predict where the heaviest rainfall might be but it is expected in the south eastern corner of NSW and eastern Victoria.
"It is an evolving weather situation and people are encouraged to stay up to date with the latest forecasts," Ms Scully said.
