The highly-visible part of the parliamentary day has been the subject of an inquiry that attracted testimony from schoolchildren who see name-calling and other nasty behaviour during visits, almost 3500 responses to a public survey and 50 written submissions.

Chair of the procedural committee Ross Vasta told parliament on Thursday the message from the public was clear - change how you operate.

Restricting mobile phone use, shorter answers, supplementary questions allowed for a power play of scrutiny, and making the prime minister accountable are among the recommendations of the report he tabled.

"Question Time is often the window through which the House is often views and judged but it's not always representative of the serious and thoughtful way that members carry out much of their other work," Mr Vasta said.

Labor MP Milton Dick said the bipartisan blueprint for change to would restore faith in the political process.

"For most Australians, Question Time is the only work of ours that they see. It's how the majority of people reach a judgment about this house and its work, and it's not a pretty look."

He highlighted recommendation four that would ensure the prime minister doesn't dodge questions by flicking them on to other ministers.

Data showed Scott Morrison has handballed questions to ministers 200 times as leader and partly answered 62 others put to him.
