Mr Goldman, a Moira Shire councillor and Murray Valley businessman, operated a large earth moving and civil construction business from his base at Burramine near Yarrawonga.
Moira mayor Libro Mustica and chief executive Mark Henderson released a statement confirming his death..
"Moira Shire Council is devastated to learn of the tragic death of Cr Andrew Goldman overnight," they said.
"Cr Goldman was elected as a councillor for the 2020-24 term and was looking forward to contributing to the improvement and growth of our shire.
"On behalf of councillors and staff we extend our thoughts to his family at this difficult time.
"He will be greatly missed."
Mr Goldman and another person died after a helicopter crashed in the NSW Southern Highlands.
The chopper was last about 6.45pm on Wednesday and a subsequent search began in rugged bushland near the township of Tallong. The crash site was found about 12.25am on Thursday by NSW Police Rescue personnel.
The bodies of two people were found near the wreckage.
