Police attached to Operation Border Closure said concerns were raised over the validity of the 41-year-old's permit when he crossed the border into NSW at a South Albury checkpoint on Wednesday.
Checks showed the man's reason for travel was consistent with his permit, and after being granted entry to NSW, further inquiries by police found he had travelled to a caravan park in Eden.
NSW Police were initially unable to locate the man, and following further inquiries he was found at 1pm on Thursday, August 27, as he was attempting to leave the park.
He was directed to return to Victoria, and became one of four people across the state to be issued a PIN for breaches to public health orders over the last 24 hours.
