When speaking in support of the motion to put the strategy on public exhibition Cr Russell Fitzpatrick said councillors had agreed to keep the shire's six pools and if anyone did not agree they needed to say which pools they would see closed.
Council staff have been working on the strategy with the goal of retaining the six pools and the motion in the meeting follows council's controversial decision last month to notify the Independent Pricing and Regulatory Tribunal of its intention to apply for a special rate variation (SRV) to maintain and upgrade the pools.
Staff said the draft strategy was based on this recent resolution to apply for the SRV.
Public exhibition of the strategy closes on January 24.
