At Wednesday's council meeting, she and incumbent deputy Mitchell Nadin were the only two nominees for the position, with the latter having worked in the role for the last 12 months.
When it came to the vote, Cr Tapscott obtained the majority support thanks to Mayor Kristy McBain and councillors Cathy Griff, Liz Seckold and Jo Dodds.
When she addressed the other councillors, she said the position was "not something to take lightly".
Mayor McBain thanked Cr Nadin for his work over the last year, saying he had been an "active, vibrant member of this council"
While mayor and deputy mayor positions at council have traditionally been held for two years, when Cr Nadin was voted in last September a motion on his role made it a 12-month term. Council elections are scheduled for September 12, 2020.
