Fire services hope the voucher will encourage people to take green waste to the tip rather than running the risk of a burn which could get out of control.
Councillor Russell Fitzpatrick said that it would benefit residents in Wonboyn in particular, where the tip is a 90km round trip.
He said often such waste ended up being dumped in national parks.
The voucher will be issued with the third-quarter rates notice each year.
It will provide free disposal of two cubic metres of garden waste or one cubic metre of general waste per voucher.
