Sarah Huff said she believes the arrow - which pierced through the back of the seat of an outdoor setting - was fired at about 8.30-9pm on Thursday night.
A second arrow was found in the grass of a neighbouring house.
Ms Huff said the arrow was only metres away from where she had been hanging washing on the clothes line hours before, with her three-month-old baby in a carrier nearby.
Police are investigating the incident.
Far South Coast Local Area Command Senior Constable David Bates said the arrows appeared to have been fired from a distance.
"Police warn of the dangers of firing an arrow, which could result in death or serious injury" Senior Constable Bates said.
Ms Huff said she initially thought the arrow may have been accidentally shot by children playing with bows and arrows, and that one had gone askew.
The discovery of the second arrow, however, left her fearing that it may have been more deliberate.
"I thought, it's happened twice, maybe it wasn't an accident," Ms Huff said.
"Then I searched Google for pictures and it looks to me like a hunting arrow.
"That's when I really started to get scared.
"If it's kids mucking around then they need to know that they're idiots and what they did was potentially lethal.
"If it's not kids mucking around then they need to be caught before someone is injured or worse," she said.
Ms Huff said her family regularly gathered for meals around the outdoor setting.
"If one of them had been sitting in that chair when the arrow was fired they would be dead," Ms Huff said.
"This is the last thing you expect in the safety of your own backyard."
Ms Huff said the arrow was not there at 7pm on Thursday when her partner had been in the backyard.
"I heard our cat make a noise at about 8.30-9pm, I thought it was having a scrap," she said.
"Potentially, it [the cat] had been on the chair."
She does not believe, however, that whoever fired the arrow was aiming at the cat.
"It was dark and the arrow was fired from quite a distance so I don't think they were aiming at the cat," she said.
"At least I hope not."
